December 20 - Girl Scouts start taking orders and online marketing begins. Registered Girl Scouts will receive emails to register with Digital Cookie before this date. Please note, it is optional to start taking orders on this day.
December 24-January 1- Council office closed for holiday recess.

Ways to Participate in the Cookie Program toggle arrow

Safety is top-of-mind every year for our Girl Scouts and volunteers. As always, participation is not mandatory. This participation sheet is here to help parents/guardians, volunteers, Girl Scouts, and families understand how sales and cookie booths work for the cookie program. Girl Scouts are able to participate fully online, do a hybrid of in-person and online, or do a combination of all the options. If booths aren’t a good fit, just remember Girl Scouts can fully participate online and/or with in-person delivery.

Main Troop Proceeds

Troop proceeds are calculated based on your per-girl average (PGA) of packages sold by all of the registered Girl Scouts within a troop.

Reward Opt-Out for Older Girl Scouts

Cadette or older troops can choose to opt-out of traditional rewards in exchange for additional proceeds. This is a decision that must be made by the entire troop. There is no longer a form to complete for opt-out. Girl Scouts who opt-out will be eligible to receive patches, but no other rewards including Camp Cookie Credit. Troops will also not be eligible for Troop Cookie Dough. Older Girl Scout troops who opt out of receiving rewards will receive the following:

Troop Cookie Dough

If your troop has a PGA of 350+ you will be able to pick a troop cookie dough option. You will be awarded either a $25 troop credit to the GSSNE shop, or a $25 credit to use toward a troop camping reservation at any GSSNE site to be used by 12/31/26. Only one will be awarded per troop eligible, and troops that opt-out of rewards are not eligible.

What are Summer Camp Cookie Credits?

Cookie credits begin at $12 for 50 packages and go up in $6 increments for every 25 packages sold.

Camp Cookie Credits expire on September 30, 2026.
Credits may be pooled by sisters in the same family. (If transferring, the Camp Cookie Credit Transfer form must be completed)
Credits are non-transferable and may only be used by the Girl Scout who earned them (outside of families).
Credits may be applied only toward GSSNE summer camps.
Credits cannot be used for family camping, troop camping, events, or other GSSNE programs.
Girl Scout troops that have selected opt-out proceeds are not eligible to give or receive Camp Cookie Credits.
Any unused Camp Cookie Credits help support the upkeep of GSSNE camps and provide camp financial aid.

Camperships will also still be available to those who need them. GSSNE aims to ensure that any Girl Scout who wants to go to camp has that opportunity, regardless of their family’s ability to pay!

What is Cookie Dough?

Cookie Dough is a credit that is an option for Girl Scouts to select in lieu of recognitions at certain sales levels. These credits can be used in the GSSNE Council Shop or applied to 2026 GSSNE Summer Camp. Cookie Dough credit is nontransferable.

The Finer Details:
Individually Registered Members (IRM, sometimes known as Juliettes) can participate in the Cookie Program. Proceeds cannot be paid to IRMs per GSUSA and IRS guidelines. Instead, they earn Cookie Dough credits. They can also still earn recognition items!

If an IRM would like to participate in the Cookie Program, they will be recorded in Smart Cookies under their service unit’s 5000 number troop, for example, 5001 or 5029. Girl Scouts who are actively participating in a troop cannot be considered an IRM for the Product Programs. To participate, please contact your service unit’s Cookie Product Program Coordinator or council.

Cookie Dough credits will be awarded to an IRM who sells 100 or more packages of cookies. Cookie Dough credit cannot be transferred to another Girl Scout and cannot be replaced or refunded.

Cookie Dough can be used in our council shop or applied to GSSNE Summer Camp. Cookie Dough expires on September 30, 2026.

Important Policies & Information

Cookie Program Online Marketing Policy toggle arrow

No Girl Scout, or adult acting on behalf of a Girl Scout, can collect money online for Girl Scout products or a money-earning activity online. The exception to this is GSUSA approved product programs.

The Girl Scout Product Programs are girl-led programs, and online marketing and sales efforts should always be led by a Girl Scout while also being supervised by their parents or caregivers.
Friends and family of a Girl Scout participating in Girl Scout Product Programs must not market or share their contact information, sales links, or sales information on online resale sites (examples: Craigslist, yard sale sites, Facebook Marketplace, neighborhood sites, Amazon, or e-Bay). They also should not share their sales link with any news outlets.
For safety purposes, Girl Scouts should consider truncating or removing their last name when using social media sites to protect their identity.
Should any online marketing activities be identified as in violation of this policy, GSUSA or GSSNE reserves the right to intervene and request removal or remove the post.
To protect your personal identity, NEVER direct message with people you do not know online or on social media platforms.
Always use your Girl Scout online sales link for customer orders.
Parents or guardians must approve all girl delivered online orders and supervise all communications and product delivery logistics with any customers Girl Scouts don’t personally know. As a reminder, Girl Scouts should never deliver cookies alone.
If your Girl Scout sales link is posted on a public facing site, be aware the link is now searchable by anyone and could potentially appear anywhere on the internet.
Never share your personal information (e.g., last name, phone number, email, or street address).
Never share your personal location information, including your booth location.

If engaging in online marketing and sales efforts beyond friends and family, review and apply the Digital Marketing Tips for Cookie Entrepreneurs and Families. Continue to adhere to the Girl Scout Internet Safety Pledge and Digital Cookie Pledge. You must also review and apply the Supplemental Safety Tips for Online Marketing.

The safety of our members is always our first priority. Please remember to be a sister to every Girl Scout during the cookie program, and at all times. Public sales outside of your service unit should first be cleared with the Product Program Coordinator in that service unit.

Cookie Redistribution Policy toggle arrow

Girl Scouts of the USA Cookie Redistribution Policy:

Everyone knows that when cookies are purchased from a Girl Scout, they are investing in so much more than a box of treats—they're investing in a Girl Scout's future.

Proudly, one hundred percent of the net proceeds from the Girl Scout Cookie sales are invested back into originating councils to fund activities and experiences for their Girl Scouts, who are busy making their way in the world and positively impacting their communities. All these things are possible thanks to the structure and design of the Girl Scout Cookie Program as designed by Girl Scouts USA.

As a result, we wanted to take an opportunity to remind everyone of the Redistribution Policy set by GSUSA on Girl Scout cookies. The following redistribution language appears on every package of Girl Scout cookies:

“The GIRL SCOUTS® name and mark, and all associated trademarks and logotypes, including GIRL SCOUT COOKIES®, THIN MINTS®, TREFOILS®, GIRL SCOUT COOKIE SALE®, GIRL SCOUT COOKIE PROGRAM®, and the Trefoil Design, are owned by Girl Scouts of the USA. [Licensee name] is an official GSUSA licensee. Baked by authority of Girl Scouts of the USA. This product is distributed and marketed exclusively through Girl Scout members. Any resale or redistribution is unauthorized.”

These statements protect the right of Girl Scouts to be the only ones to sell our cookies. This means that no one—customers, stores, or parents – may purchase Girl Scout cookies and then resell them. Councils work closely with GSUSA, including our own, to ensure that redistribution does not occur. It is our responsibility as a council that if we should become aware of redistribution, we are required to contact the parties involved and inform them of Girl Scouts’ exclusive right to sell Girl Scout cookies and ask them to stop. If our request is not honored, GSUSA requests that the product sale liaison at GSUSA be contacted immediately.

We want all Girl Scouts to feel empowered through the opportunities offered to them through the Girl Scout Cookie Program. By taking liberties with redistribution, not only are policies broken, but Girl Scout experiences are lost.

Cookie Booths
Cookie booths—that is, cookie pop-up shops in areas with lots of foot traffic—are a fun way for Girl Scouts to connect with their community and practice their sales pitch with new customers. Booth locations must be approved by councils, facilitated within council jurisdiction, and participants must follow all council guidelines regarding setting up, running, and taking down a booth. Cookie Booths are only permitted within the jurisdiction of the Girl Scout and troop’s primary council.
