As an Individually Registered Girl Scout (Juliette), when you take part in the Girl Scout Cookie Program, you’re part of the largest girl-led entrepreneurial program in the world.
Whether you’re selling cookies to fund your summer camp adventure, to give back to your community, or just for the fun of it you can take part in a number of ways.
And you’re not alone. There are tons of resources and support available to help you succeed, including:

You don’t need a troop to sell Girl Scout Cookies and have an amazing cookie season! As a Juliette or Individually Registered Member, you can explore more, set your own goals, and make a big impact — all while learning real-world skills that last a lifetime.
Here is how you can get started:
Set your goal
Every successful entrepreneur begins with a dream! Think about what you’d like to do with your cookie dough and cookie camp credits:
- Attend one of our GSSNE summer camps
- Support your favorite community cause through our Cookie Share donation program
- Buy Girl Scout gear and other fun merchandise in our council store with shop cookie dough

Sell and process payments using the Digital Cookie platform
Build your own online store, set your goal, and share your story!
- Record a short intro video explaining your goals
- Send safe share links to family and friends following all GSUSA safety guidelines.

- Partner with a local business to set up a table

Your GSSNE Product Program team is here to help you explore more and have a fun and successful cookie season. They can provide guidance, support and any materials that you might need.
The Finer Details:
Individually Registered Members (IRM, sometimes known as Juliettes) can participate in the Cookie Program. Proceeds cannot be paid to IRMs per GSUSA and IRS guidelines. Instead, they earn Cookie Dough credits. They can also still earn recognition items!
If an IRM would like to participate in the Cookie Program, they will be recorded in Smart Cookies under their service unit’s 5000 number troop, for example, 5001 or 5029. Girl Scouts who are actively participating in a troop cannot be considered an IRM for the Product Programs. To participate, please contact your service unit’s Cookie Product Program Coordinator or council.
Cookie Dough credits will be awarded to an IRM who sells 100 or more packages of cookies. Cookie Dough credit cannot be transferred to another Girl Scout and cannot be replaced or refunded.
Cookie Dough can be used in our council shop or applied to GSSNE Summer Camp. Cookie Dough expires on September 30, 2026.
