The Big Three
These three documents are the guiding documents for all safety information, rules, and policies. These resources are meant to be referenced often—before troop meetings, while planning trips or activities, and whenever questions come up. They are dependable roadmaps you can return to throughout the Girl Scout year for guidance, requirements, and inspiration.
- Policies, Procedures, & Standards (PPS) (updated Oct 2026, V2): Girl Scouts of Southeastern New England's main document of rules for members within our council jurisdiction.
- Safety Activity Checkpoints: Outlines how to keep Girl Scouts safe during meetings, outings, overnights, travel, and high-adventure activities, with clear safety standards and activity-specific guidance.
- Volunteer Essentials: Focuses on what Girl Scouts do and how volunteers support that journey—from troop management and program planning to family engagement and financial stewardship.

Insurance Information & Forms
GSSNE insurance information can be found starting on page 22 of the Policies, Procedures, and Standards (PPS).
Certificate of Liability Request
If you are hosting a Girl Scout activity at a non-GSSNE property, the managers/owners of that other facility may request a certificate of liability from GSSNE. A certificate of Liability (COL) is written documentation proving GSSNE carries liability insurance. This is important to insurance companies should an injury to individuals or damage to property occur.
About Insurance
Every currently registered Girl Scout of Southeastern New England member (youth and adult) is automatically covered by accident insurance through Mutual of Omaha while participating in sanctioned or approved Girl Scout events and associated travel, regardless of duration, distance, or destination (coverage may be excluded for non-approved or restricted activities).
Effective October 1, 2025, sickness coverage is automatically included in basic Girl Scout insurance for travel. This coverage expansion eliminates the need to purchase additional sickness insurance for travel. This saves troop leaders time and troops money.
Coverage becomes effective upon member registration and payment of the membership fee.
Additionally, individuals who are invited to attend a Girl Scout event on a limited, occasional basis are covered under the same basic accident insurance for the duration of that specific event. Ongoing or repeated participation may require Girl Scout membership.
Note: Adult membership may still be required for roles or activities that require a background screening, such as driving on behalf of Girl Scouts, serving as a chaperone, or participating in overnight activities.

Standard Permission Forms
- Adult Volunteer Permission & Acknowledgement Form: This form should be completed by each adult volunteer who plans to attend/chaperone a Girl Scout troop or service unit activity outside the regular meeting place or time.
- Health history form for adult volunteers

- Permission for Girl Scout to Participate: This form should be completed by the Girl Scout’s caregiver/legal guardian whenever the troop is attending a Girl Scout activity outside their regular troop meeting place or time.
- Permission to Dispense Medication: In order to ensure proper treatment, GSSNE requires that all parents/caregivers complete this form if their Girl Scout is to be given medication during the time that she is involved in a troop activity.

Special Permissions
- Intent to Travel: This form should be filled out for any day trip that exceeds GSSNE distance standards or any trip that includes an overnight experience. However, no need to fill out this form if you're having a troop camping experience on a GSSNE camp property (Camp Hoffman or Camp Rocky Farm).
- Troop Activity Special Permission: Troops and service units should submit this request if they wish to participate in an activity not listed in GSUSA's Safety Activity Checkpoints (SAC), or if the activity is listed but requires council pre-approval.

- Disband/Split Your Troop form: If your troop is disbanding (deactivating) or splitting, please complete this form.
- Employee Volunteer Hours Report: Thank you for volunteering with Girl Scouts—and it's super exciting that your employer values volunteering! Effective March 1, 2018, GSSNE will require all volunteers who participate in Corporate Volunteer Programs to submit their volunteer hours, on a monthly basis, to GSSNE.
- Meeting in Homes Safety Checklist: Whenever possible, Girl Scout meetings should take place in safe, accessible community spaces. But we know those spaces aren’t always available, so in-home meetings are now allowed without prior GSSNE approval. Please review this checklist and understand that hosting Girl Scouts in your home comes with additional risks. Before hosting, check with your homeowner’s or renter’s insurance provider to understand your coverage and any exclusions.
